Hate and bias reporting system needs definitions, safeguards

Acton’s proposed system risks turning political disagreement into permanent government record.

The Select Board is right to dig deeper into Acton’s proposed Hate and Bias Reporting System. Critical safeguards remain missing.

Unlike similar reporting systems in Massachusetts, Acton’s proposal has not defined either “hate” or “bias.” Other towns generally tie reporting to civil-rights violations or provide a defined standard for bias incidents. In Acton, the committee chair states the system will encourage reporting incidents that make someone feel unwelcome or even uncomfortable. If implemented as described, this would be the most expansive reporting criteria in the state.

The committee chair has said he doesn’t believe the system they designed would impact free speech. Consider how, 18 months ago, Tufts Ph.D. student and Fulbright scholar Rümeysa Öztürk was hustled into the back of an unmarked vehicle. The one-paragraph federal memo that triggered this event referenced her co-authoring a measured, well-reasoned op-ed in the student newspaper criticizing Tufts’ response to the war in Gaza as justification.

A recent AP-NORC poll found that nearly one in six Americans consider any criticism of Israel antisemitic. Acton’s proposed system, which combines anonymous accusations with an expansive definition of hate, risks turning political disagreement into permanent government record. In an age of promiscuous data sharing, interconnected surveillance systems, and AI targeting, it is easy to imagine how Acton residents may suffer, like Öztürk, for expressing their opinion on world events.

As many have noted, bigotry is an ancient problem. There is no need to rush out a system with the potential to harm both individuals and civil discourse. The Select Board must insist on clear definitions, privacy protections, and meaningful safeguards.
