MCI info session raises questions about sewerage costs, rising traffic
After attending the informational meeting on September 9, I have several questions.
If one purchases a buildable lot in Acton — land not connected to the sewer system — in order to build a dwelling, one is responsible for the design, construction, and maintenance of a septic system. It appears that since the prison septic system is described as a wastewater treatment plant (WTP), whoever develops the site will burden the Acton taxpayer with any engineering, upgrades, and maintenance of said WTP. Can someone explain the logic behind this proposal? Assuming the plan comes to fruition, how will the 800 to 1,000 dwellings be billed for the costs to maintain the WTP?
A major concern of the vast majority of West Acton residents is the traffic flow on Commonwealth Avenue. Adding, conservatively, 700 to 1,000 vehicles to Commonwealth Avenue will only result in traffic backing up all the way through West Acton village. Emphasis of the proposal is pedestrian and cycle traffic (who is going to ride a bike in the snow in the middle of winter?), and obviously vehicular traffic is essential to get anywhere else but West Acton. This proposal needs to be incorporated into the rotary redesign.
Just my $0.02.
